4 cups low sodium soy sauce
4 cups bottled water
4 cups packed brown sugar
1 tablespoon ground ginger

2 teaspoons garlic powder
2 teaspoons white pepper
1 teaspoons cayenne pepper
2 teaspoons crushed red pepper
2 teaspoons onion powder

Melt margarine in small cooking pot. Add all ingredients and bring to boil stirring often (cook about 10 minutes). Let cool & add shrimp to marinade. Marinate shrimp overnight in refrigerator. If the marinade does not cover all of the shrimp, add water to adjust.

2 cups flour
2 teaspoons white pepper

In large bowl mix all dry ingredients. In separate bowl, dredge shrimp thoroughly in milk and then coat. Stir vigorously for 45 seconds, remove shrimp and coat the remaining.
